(INTELLIHUB) — In the dawn of 2012, many Americans still left in the dark and unawakened to the fact that their omnipotent government and floundering leaders in Washington would have anything less than the people’s best interest at heart, will now face one of their biggest fears.
Factions within the U.S. Government’s Military-Industrial Complex have been and indeed are testing Directed Energy Weapons along with chemical, nuclear and biological agents on the civilian populace.
The Presidential Commission for the Study of Bioethical Issues is composed of 13 members and was established in November of 2009, by way of Executive Order 13521 which was issued by President Barrack H. Obama.
According to the PCSBI official government website:
“The Presidential Commission for the Study of Bioethical Issues [PCSBI) advises the President on bioethical issues that may emerge from advances in biomedicine and related areas of science and technology.
The Commission works with the goal of identifying and promoting policies and practices that ensure scientific research, health care delivery, and technological innovation are conducted in an ethically responsible manner.”
The documentation provided on the PCBSI website concludes that the commission has engaged in various studies over time, one of which was the Dec 15, 2011 study entitled — Moral Science: Protecting Participants in Human Subjects Research.
The opening statement in Moral Science: Protecting Participants in Human Subjects Research reads like a mad scientists diary stating:
The Presidential Commission for the Study of Bioethical Issues today issued its report concerning federally sponsored research involving human volunteers, concluding that current rules and regulations provide adequate safeguards to mitigate risk.
In its report, “Moral Science: Protecting Participants in Human Subjects Research,” the Commission also recommended 14 changes to current practices to better protect research subjects, and called on the federal government to improve its tracking of research programs supported with taxpayer dollars.
The statement goes on to openly admit that the U.S. Government spread bio-agents (STD’s) to Guatemalans in the mid-’40s stating:
President Obama requested that the Commission undertake an assessment of research standards following the October 2010 revelation that the US Public Health Service supported unethical research in Guatemala from 1946 to 1948 that involved intentionally exposing thousands of Guatemalans to sexually transmitted diseases without their consent.
The President gave the Bioethics Commission two assignments: to oversee a thorough fact-finding investigation into the specifics of the studies (released September 13, 2011,,),,; and to assure that current rules for research participants protect people from harm or unethical treatment, domestically as well as internationally.
The statement goes on to highlight the Key Findings:
In the report’s central finding, the Commission found that the “US system provides substantial protections for the health, rights, and welfare of research subjects.”
Evidence has now been brought to light that over 55,000 human testing projects (with numerous people per project) took place during the year 2010:
In assessing the current regulations that protect human subjects, the Commission learned that there is no central source with information about the overall size, scope, and cost of the government’s research involving human subjects.
The Commission requested information from 18 individual agencies that conduct most federal human subjects research, but discovered that many federal offices could not provide basic data about the research they support.
The Pentagon, for example, required more than seven months to prepare information on specific studies supported by the Department of Defense.
In its report, the Commission found that the federal government supported more than 55,000 projects involving human subjects around the globe in Fiscal Year 2010, mostly in health-related research, but also in other fields such as education, engineering and social science.
The PCSBI sounds great to the average person nearly skimming the surface pages of the government website.
However, a closer look reveals that the commission has possibly been put in place to aid in a massive cover-up of what is really taking place right in front of our eyes on a daily basis — Congress has approved it, and apparently it’s legal.
The deliberate poisoning and desecration of humanity through a multi-tiered militarized program commonly referred to as geoengineering or chemtrail operations and large scale testing of direct energy weapons on the American people is just a small dose of what the diabolic globalists have planned for you and your family.
A massive cover-up achieved by diverting the attention back to older “openly admitted” topics such as the Guatemalan STD’s continues while the powers that be spray the American populace like roaches with toxins and chemtrails — Congress is aware of it, and there is even a budget tracing back to the top of the ladder, the President of the United States (POTUS). In essence, it’s one of the oldest tricks in the book.
These aerosol spraying campaigns can be used to modify and control the weather, and aid in advanced manipulation of the weather derivatives market through practices utilized by criminally ran corporations such as Enron and the upper tier of the global crime syndicate known as the New World Order.

The PCSBI official website gives a brief history of bioethics commissions dating back to the early ’70s stating;
The National Commission for the Protection of Human Subjects of Biomedical and Behavioral Research (1974-78) is generally viewed as the first national bioethics commission.
Established as part of the 1974 National Research Act, the National Commission is best known for the Belmont Report. It identified fundamental principles for research involving human volunteers and was the basis of subsequent federal regulation in this area.
The Presidential Commission for the Study of Ethical Problems in Medicine and Biomedical and Behavioral Research (1978-83), also established by Congress, produced reports on foregoing life-sustaining treatment and access to health care, among other topics.
Its 1981 report Defining Death was the basis of the Uniform Determination of Death Act, a model law that was enacted by most US states.
The Advisory Committee on Human Radiation Experiments (1994-95) was created by President Bill Clinton to investigate human radiation experiments conducted from 1944-1974 as well as radiation intentionally released into the environment for research purposes. T
He committee considered the ethical and scientific standards for evaluating these events and provided recommendations aimed at ensuring that similar events could not be repeated.

Numerous electrical appliances in my home are destroyed; four computers, two fax machines, seven telephones, four CD players, VCR, DVD players, the electrical igniter switch on my furnace, washer and dryer, air conditioner.
Also my car radio, CD player and engine were destroyed. I am watched in my home 24 hours a day and followed around everywhere I go, though I do not have a criminal history.

Amy goes on to talk about morality:

One of the most important things that your commission could do would be to put forward a general framework for the moral and policy assessment not only of synthetic biology but of emerging technologies more broadly.”
The truth of the matter is that the illegitimate government comprised of new world order puppet cronies openly knows that they have passed bills approving bioweapons testing on the American populace — period.

Electromagnetic scalar weapons that can artificially manipulate the environment could be responsible for the mass die offs. We know for a fact that over a decade ago the US Military Industrial Complex was aware of and involved in the testing of such technology.

The fact that illness or poisoning has been ruled out points to some form of secret testing being behind the mass die-offs.
The US government has been repeatedly caught engaging in illegal bio-weapons tests over American skies that have maimed and killed not just animals, but humans. The history of US government biological testing includes deliberately infecting Americans with syphilis, malaria and other bacteriological agents.
From the 1950′s onwards, the US government deliberately engaged in open air tests, spraying major cities like San Francisco and New York with Serratia marcescens and Bacillus glogigii. In 1955, the CIA also released a a bacteria withdrawn from the Army’s biological warfare arsenal over Tampa Bay, Fl in order to test its ability to infect human populations with biological agents.
In 1966, the US Army dispensed Bacillus subtilis variantDC throughout the New York City subway system. 1977 Senate hearings on Health and Scientific Research confirmed that 239 populated areas had been contaminated with biological agents between 1949 and 1969, including San Francisco, Washington, DC, Key west, Panama City, Minneapolis, and St. Louis.
In August 1994, residents in the Oakville, Washington area reported tiny blobs of gelatinous goo raining from the sky, and in 1997 residents in the Everett area of Washington State reported similar a phenomenon.
Given the history of governments across the world performing unwitting experiments on their populations, the number one suspect in such cases should always be government. Just a few months ago is came to light that in the late 1940′s, “American public health doctors deliberately infected nearly 700 Guatemalans — prison inmates, mental patients and soldiers — with venereal diseases.”
Indeed, the EPA’s own policy states that government and industry scientists can treat children as human guinea pigs in chemical experiments, which allows pesticides to be tested on mentally handicapped children and orphans.
A timeline of secret US government testing on the American public:
1932 The Tuskegee Syphilis Study begins. 200 black men diagnosed with syphilis are never told of their illness, are denied treatment, and instead are used as human guinea pigs in order to follow the progression and symptoms of the disease. They all subsequently die from syphilis, their families never told that they could have been treated.
1935 The Pellagra Incident. After millions of individuals die from Pellagra over a span of two decades, the US Public Health Service finally acts to stem the disease. The director of the agency admits it had known for at least 20 years that Pellagra is caused by a niacin deficiency but failed to act since most of the deaths occurred within poverty-stricken black populations.
1940 Four hundred prisoners in Chicago are infected with Malaria in order to study the effects of new and experimental drugs to combat the disease. Nazi doctors later on trial at Nuremberg cite this American study to defend their own actions during the Holocaust.
1942 Chemical Warfare Services begins mustard gas experiments on approximately 4,000 servicemen. The experiments continue until 1945 and made use of Seventh Day Adventists who chose to become human guinea pigs rather than serve on active duty.
1943 In response to Japan’s full-scale germ warfare program, the US begins research on biological weapons at Fort Detrick, MD.
1944 US Navy uses human subjects to test gas masks and clothing. Individuals were locked in a gas chamber and exposed to mustard gas and lewisite.
1945 Project Paperclip is initiated. The US State Department, Army intelligence, and the CIA recruit Nazi scientists and offer them immunity and secret identities in exchange for work on top secret government projects in the United States.
1945 “Program F” is implemented by the US Atomic Energy Commission (AEC). This is the most extensive US study of the health effects of fluoride, which was the key chemical component in atomic bomb production. One of the most toxic chemicals known to man, fluoride, it is found, causes marked adverse effects to the central nervous system but much of the information is squelched in the name of national security because of fear that lawsuits would undermine full-scale production of atomic bombs.
1946 Patients in VA hospitals are used as guinea pigs for medical experiments. In order to allay suspicions, the order is given to change the word “experiments” to “investigations” or “observations” whenever reporting a medical study performed in one of the nation’s veteran’s hospitals.
1947 Colonel E.E. Kirkpatrick of the US Atomic Energy Commission issues a secret document (Document 07075001, January 8, 1947),,, stating that the agency will begin administering intravenous doses of radioactive substances to human subjects.
1947 The CIA begins its study of LSD as a potential weapon for use by American intelligence. Human subjects (both civilian and military) are used with and without their knowledge.
1950 Department of Defense begins plans to detonate nuclear weapons in desert areas and monitor downwind residents for medical problems and mortality rates.
1950 I n an experiment to determine how susceptible an American City would be to biological attack, the US Navy sprays a cloud of bacteria from ships over San Franciso. Monitoring devices are situated throughout the city in order to test the extent of infection. Many residents become ill with pneumonia-like symptoms.
1951 Department of Defense begins open air tests using disease-producing bacteria and viruses. Tests last through 1969 and there is concern that people in the surrounding areas have been exposed.

1960 The Army Assistant Chief-of-Staff for Intelligence (ACSI) authorizes field testing of LSD in Europe and the Far East. Testing of the european population is code named Project THIRD CHANCE; testing of the Asian population is code named Project DERBY HAT.
1965 Project CIA and Department of Defense begin Project MKSEARCH, a program to develop a capability to manipulate human behavior through the use of mind-altering drugs.
1965 Prisoners at the Holmesburg State Prison in Philadelphia are subjected to dioxin, the highly toxic chemical component of Agent Orange used in Viet Nam. The men are later studied for development of cancer, which indicates that Agent Orange had been a suspected carcinogen all along.
1966 CIA initiates Project MKOFTEN, a program to test the toxicological effects of certain drugs on humans and animals.
1966 US Army dispenses Bacillus subtilis variant niger throughout the New York City subway system. More than a million civilians are exposed when army scientists drop lightbulbs filled with the bacteria onto ventilation grates.
1967 CIA and Department of Defense implement Project MKNAOMI, successor to MKULTRA and designed to maintain, stockpile and test biological and chemical weapons.
1968 CIA experiments with the possibility of poisoning drinking water by injecting chemicals into the water supply of the FDA in Washington, DC
1969 Dr. Robert MacMahan of the Department of Defense requests from congress $10 million to develop, within 5 to 10 years, a synthetic biological agent to which no natural immunity exists.
1970 Funding for the synthetic biological agent is obtained under H.R. 15090. The project, under the supervision of the CIA, is carried out by the Special Operations Division at Fort Detrick, the army’s top secret biological weapons facility. Speculation is raised that molecular biology techniques are used to produce AIDS-like retroviruses.
1970 United States intensifies its development of “ethnic weapons” (Military Review, Nov., 1970), designed to selectively target and eliminate specific ethnic groups who are susceptible due to genetic differences and variations in DNA.
1975 The virus section of Fort Detrick’s Center for Biological Warfare Research is renamed the Fredrick Cancer Research Facilities and placed under the supervision of the National Cancer Institute (NCI) . It is here that a special virus cancer program is initiated by the US Navy, purportedly to develop cancer-causing viruses. It is also here that retrovirologists isolate a virus to which no immunity exists. It is later named HTLV (Human T-cell Leukemia Virus).

1985 According to the journal Science (227:173-177), HTLV and VISNA, a fatal sheep virus, are very similar, indicating a close taxonomic and evolutionary relationship.
1986 According to the Proceedings of the National Academy of Sciences (83:4007-4011), HIV and VISNA are highly similar and share all structural elements, except for a small segment which is nearly identical to HTLV. This leads to speculation that HTLV and VISNA may have been linked to produce a new retrovirus to which no natural immunity exists.
1986 A report to Congress reveals that the US Government’s current generation of biological agents includes: modified viruses, naturally occurring toxins, and agents that are altered through genetic engineering to change immunological character and prevent treatment by all existing vaccines.
1987 Department of Defense admits that, despite a treaty banning research and development of biological agents, it continues to operate research facilities at 127 facilities and universities around the nation.
1990 More than 1500 six-month old black and hispanic babies in Los Angeles are given an “experimental” measles vaccine that had never been licensed for use in the United States. CDC later admits that parents were never informed that the vaccine being injected to their children was experimental.
1994 With a technique called “gene tracking,” Dr. Garth Nicolson at the MD Anderson Cancer Center in Houston, TX discovers that many returning Desert Storm veterans are infected with an altered strain of Mycoplasma incognitos, a microbe commonly used in the production of biological weapons. Incorporated into its molecular structure is 40 percent of the HIV protein coat, indicating that it had been man-made.
1994 Senator John D. Rockefeller issues a report revealing that for at least 50 years the Department of Defense has used hundreds of thousands of military personnel in human experiments and for intentional exposure to dangerous substances. Materials included mustard and nerve gas, ionizing radiation, psychochemicals, hallucinogens, and drugs used during the Gulf War .
1995 US Government admits that it had offered Japanese war criminals and scientists who had performed human medical experiments salaries and immunity from prosecution in exchange for data on biological warfare research.
1995 Dr. Garth Nicolson, uncovers evidence that the biological agents used during the Gulf War had been manufactured in Houston, TX and Boca Raton, Fl and tested on prisoners in the Texas Department of Corrections.
1996 Department of Defense admits that Desert Storm soldiers were exposed to chemical agents.
1997 Eighty-eight members of Congress sign a letter demanding an investigation into bioweapons use & Gulf War Syndrome.

United States Patent for remotely monitoring and controlling brain waves:
Apparatus and method for remotely monitoring and altering brain waves
Apparatus for and method of sensing brain waves at a position remote from a subject whereby electromagnetic signals of different frequencies are simultaneously transmitted to the brain of the subject in which the signals interfere with one another to yield a waveform which is modulated by the subject’s brain waves.
The interference waveform which is representative of the brain wave activity is re-transmitted by the brain to a receiver where it is demodulated and amplified. The demodulated waveform is then displayed for visual viewing and routed to a computer for further processing and analysis. The demodulated waveform also can be used to produce a compensating signal which is transmitted back to the brain to effect a desired change in electrical activity therein.
Project SHAD: American Servicemen Used As Guinea Pigs:
Project SHAD, an acronym for Shipboard Hazard and Defense, was part of the joint service chemical and biological warfare test program conducted during the 1960s.
Project SHAD encompassed tests designed to identify US warships’ vulnerabilities to attacks with chemical or biological warfare agents and to develop procedures to respond to such attacks while maintaining a war-fighting capability. Although classified, the Department of Defense has been actively pursuing declassification of relevant medical information. To date twelve SHAD projects have been evaluated and released for your review.
The SHAD program planned as many as a hundred individual tests and was part of the larger Deseret Test Center program. Many tests were never actually executed. DoD investigators plan to look at all Deseret Test Center’s chemical and biological tests conducted between 1963 and 1970

An article published in 2002 by the Wall Street Journal highlighted the fact that years ago the US government conducted germ warfare tests over multiple major US cities.
Although the article attempted to downplay these outrageous tests, the fact remains that it was covered by a major newspaper.
Fifty-one years ago, Edward J. Nevin checked into a San Francisco hospital, complaining of chills, fever and general malaise. Three weeks later, the 75-year-old retired pipe fitter was dead, the victim of what doctors said was an infection of the bacterium Serratia marcescens.
Decades later, Mr. Nevin’s family learned what they believe was the cause of the infection, linked at the time to the hospitalizations of 10 other patients. In Senate subcommittee hearings in 1977, the US Army revealed that weeks before Mr. Nevin sickened and died, the Army had staged a mock biological attack on San Francisco, secretly spraying the city with Serratia and other agents thought to be harmless.
The goal: to see what might happen in a real germ-warfare attack. The experiment, which involved blasting a bacterial fog over the entire 49-square-mile city from a Navy vessel offshore, was recorded with clinical nonchalance: “It was noted that a successful BW [biological warfare] attack on this area can be launched from the sea, and that effective dosages can be produced over relatively large areas,” the Army wrote in its 1951 classified report on the experiment.
In other tests in the 1950s, Army researchers dispersed Serratia on Panama City, Fla., and Key west, Fla., with no known illnesses resulting. They also released fluorescent compounds over Minnesota and other Midwestern states to see how far they would spread in the atmosphere. The particles of zinc-cadmium-sulfide — now a known cancer-causing agent — were detected more than 1,000 miles away in New York State, the Army told the Senate hearings, though no illnesses were ever attributed to them as a result.
Another bacterium, Bacillus glogigii, never shown to be harmful to people, was released in San Francisco, while still others were tested on unwitting residents in New York, Washington, DC, and along the Pennsylvania Turnpike, among other places, according to Army reports released during the 1977 hearings.
In New York, military researchers in 1966 spread Bacillus subtilis variant Niger, also believed to be harmless, in the subway system by dropping lightbulbs filled with the bacteria onto tracks in stations in midtown Manhattan. The bacteria were carried for miles throughout the subway system, leading Army officials to conclude in a January 1968 report: “Similar covert attacks with a pathogenic [disease-causing] agent during peak traffic periods could be expected to expose large numbers of people to infection and subsequent illness or death.”
Army officials also found widespread dispersal of bacteria in a May 1965 secret release of Bacillus glogigii at Washington’s National Airport and its Greyhound bus terminal, according to military reports released a few years after the Senate hearings. More than 130 passengers who had been exposed to the bacteria traveling to 39 cities in seven states in the two weeks following the mock attack.
Russia Today recently published a detailed article on the new police riot shields soon to be used throughout the country that will send sounds waves at victims, causing them to suffocate:

Move over, LRAD, the new pressure shield in the works from the DoD allies that brought you such classics as the BGM-109 Tomahawk subsonic cruiser and the Phalanx CIWS anti-ship missile defense system stands to be the next step in crowd control and could give your local policeman a whole new way to deal with those pesky Occupy hippies and they’re silly pleas of ending corrupt Wall Street corporate personhood. This upcoming addition to the arsenal brings with it a whole new way of beating down protesters. The shield, by sending out a series of pulsed pressure beams, resonates the upper respiratory tract of the victim and, depending on which setting is chosen by the officer, can render them warned, stunned or incapacitated.
By blasting waves of mixed force and threshold, the users of the shield can tip-toe the line that borders on discomfort for the victim but also teeters dangerously close to eardrum rupture and lung damage. Even the weakest blast of less than 10 g at a close enough distance will be able penetrate the pain threshold with barely 140 db of sound.
